Rnd 1:  Make 7 picots, join to base of first picot.
Rnd 2:  Work 3dc into base of each picot around, ending with 4dc into last picot, join.  (22dc)
Rnd 3-5: Work dc into ea dc around, join.

INSTEP
Row 1:  Ch1, sc in first 7dc, ch1, turn.
Row 2:  Work sc into ea sc across, ch1, turn.
Row 3:  Work (sc dec), sc in next 3sc, (sc dec), ch1, turn.  (5sc)
Row 4-5: Work sc in ea sc across, ch1, turn.
Row 6:  Work (sc dec), sc in next sc, (sc dec), ch1, turn.  (3sc)
Row 7:  Work sc in ea sc across.  Do NOT ch1, do NOT turn.

SIDE
Work in continuous rnds.
Rnd 1:  Work 6sc down side of instep, 15sc around cuff, 6sc up other side of instep, and 3sc across top.      (30sc)
Rnd 2-5: Work sc in ea sc around.
Rnd 6:  Work (sc dec), sc in next 11sc, (sc dec) 2x, sc in next 11sc, (sc dec).  (26sc)
Rnd 7:  Work (sc dec), sc in next 9sc, (sc dec) 2x, sc in next 9sc, (sc dec).  (22sc)
Fasten off.  Sew sole.  Weave ribbon thru Rnd 5 of Cuff.
